The State Civil Service Commission is granted Constitutional authority (
Article X, Section 10) to ensure a uniform classification and pay plan for 
    the classified service. The Compensation Division endeavors to accomplish this goal through drafting job specifications with pay ranges 
    that are internally aligned and externally competitive. This division is also responsible for the allocation and reallocation of all 
    classified state jobs, and provides solutions for state agencies to assist in the recruitment and retention of a qualified workforce 
    through the use of flexible pay mechanisms.
