Subject: Governor approves Commission Pay Actions

GENERAL PAY INCREASE FOR INDIVIDUAL STATE EMPLOYEES
The Governor has given official final approval to the $0.72 per hour general pay increase for state employees, effective July 1, 2007. This pay increase is mandatory for all classified employees. Employees may expect to see this increase reflected in their paychecks sometime in August. Please refer to the following communications for details regarding the implementation of this general increase.
CHANGES TO CLASSIFIED EMPLOYEE PAY SCHEDULES
In addition to the general pay increase, the Governor has also authorized changes to increase the minimums and maximums of the classified employee pay schedules which were approved by the State Civil Service Commission at their public hearing on Wednesday, July 18, 2007. These changes to the classified pay schedules will be reflected on the Department of State Civil Service website shortly.
CHANGES TO FLEXIBLE SPECIAL ENTRANCE RATES
Effective July 18, 2007, the Civil Service Commission approved changes to the established Flexible Special Entrance Rates for the Administrative, Social Services and Technical Pay Schedules. As a result, the Flexible Special Entrance Rate limits for classified pay schedules are as follows.
Pay Schedule Flexible SER Limit
AS - Administrative Schedule Midpoint
SS – Social Services Schedule Midpoint
TS – Technical Services Schedule 3rd Quartile
PS – Protective Services Schedule Maximum
WS – Wage & Trades Schedule Maximum
MS – Medical Schedule Maximum
IMPORTANT!! Agencies are advised to review their existing Special Entrance Rate policies in light of the above changes. The changes to the pay schedules, particularly the increases in minimums, may cause some SERs to no longer be needed. Others may need to be adjusted. Please remember that SER policies must be based upon actual employment market conditions. SER’s should NOT be automatically increased when a pay range is increased. As pay ranges are adjusted to become more competitive within a market, the use of SER’s should decrease.
