Recent Review
of Current PPR System
Last year, as
part of our on-going evaluation of the state’s human resources programs, the
Department of State Civil Service began a comprehensive review of the
Performance Planning and Review System.
The review process included a number of meetings and focus groups with
supervisors, managers, employees and human resource personnel. Participants provided feedback on the
current PPR process and suggested improvements.
New Option
Available to Agencies
As a result
of this review, a new, alternate Performance Planning and Review form, the
“PPR-A” was developed and piloted by several state agencies. The PPR-Alternate form provides users
more flexibility in defining performance evaluation factors. The PPR-A has no mandatory factor
definitions and allows evaluation factors to be weighted. This allows the user greater
flexibility in tailoring the performance expectations to more closely reflect
individual position requirements.
Agencies who
wish to adopt the new PPR-A form for use may do so by submitting a request to
the Director of Civil Service under Civil Service Rule 10.1(b) or
10.17.
The
PPR-Alternate form will be available in both a paper and an on-line format. The on-line format features automated
calculation to make it easy to calculate weights and ratings. Training aids and sample policies will
also be made available to any agency that opts to use the PPR-Alternate
form.
Current PPR
System Unchanged
The current
Performance Planning and Review system is not being changed at this time. Agencies must continue to use the
existing PPR system to plan and evaluate employee performance (unless authorized
by Civil Service to use an alternative.)
Training in use of the PPR system will continue to be offered through the
Comprehensive Public Training Program (CPTP). Agency delegated trainers may continue
to teach the current PPR class.
The
Department of State Civil Service will continue to work with agencies to
evaluate the PPR system and to provide tools to help employees and supervisors
enhance communication and maximize their productivity.
