Program Support Agency LA Careers Procedures

On February 16, 2009, the implementation of the LA Careers online application system replaced the Job Search online vacancy posting system. A major advantage of the new system is that it makes submitting an online application the primary method of applying.

Civil Service will continue to post vacancies for Program Support “paper” agencies in the new LA Careers system and will also screen applications for Minimum Qualification.

Noncompetitive, Shortage, and Special categories have ceased to exist. Vacancies for jobs formerly in these categories must now be posted. 

Agencies are required to post all classified vacancies for probational, promotion, and job appointment.  

NEW REQUIREMENT: We are now requiring anyone submitting a paper application to use the new employment application.  The old SF-10 will no longer be accepted as there are no instructions to the applicant explaining the requirement to print and answer the required supplemental questions. Applicants should be encouraged to apply online.

Civil Service Rules: New Chapters 22, 23, and 24 of the Civil Service Rules became effective February 16, 2009.  Chapters 7 and 8 were abolished effective this date.

Steps to Post a Position & Fill a Vacancy:

 1.   Verify that a position number is available for the job title you are requesting. 

 2.   Submit a “Request for LA Careers Posting” form to your Civil Service HR Analyst and their team member:

·         Housing Authorities A thru L – Audrey Rome and Jane Caruso

·         Housing Authorities M thru Z – Jane Caruso and Audrey Rome

·         Boards and Commissions – Mary Stewart and Stephanie McNell

·         Ports and Levees – Stephanie McNell and Mary Stewart             

3.   Your Program Support Analyst will initiate the process of posting the vacancy to LA Careers. 

Note:  If you receive applications in response to the posting you must forward them to the Staffing Division as soon as received.           

4.   Once the job posting has closed, you will receive a Referral list and applications for all qualified applicants that applied to the posting. You may not hire anyone until you receive the Referral List from Civil Service and the selected applicant’s name must be on the list.          

5.   Once you have received a list of qualified applicant names and their applications, you decide how to contact the candidates to schedule interviews, either by telephone, mail, or email.  It would be a good personnel practice to allow them a week to respond, particularly if you contact them by mail.  You do not have to contact every one of the applicants if you do not choose to do so.  If you fill the vacancy, you must appoint someone from the list.  

6.   You must complete the “Applicant Flow Report” for each candidate on the Referral List.  The Applicant Flow Chart is a Federal requirement.  The following codes are to be used:

1.      Not contacted/Considered = C

2.      Contacted/Declined/Failed to respond = D

3.      Interviewed/Rejected = I

4.      Interviewed/Hired/Appointed = A 

Referral list for jobs that require a written test score will be listed in rank order according to test score.  For jobs not requiring a written test score, applicants who have been assigned Veterans’ Preference points are listed at the top of the list with a rank of 1 or 2 as a regular veteran or disabled veteran respectively. If you choose to appoint a candidate claiming Veterans’ Preference points, a copy of the DD-214 and any applicable Veterans’ Administration supporting documents (see HR Handbook-Staffing/Introduction to Delegation/Chapter 22-Veteran’s Preference-Proof of Eligibility). This must be returned with the Hire Form and Applicant flow Report to the Department of State Civil Service.   

7.   Once an applicant has been selected you must submit the necessary paperwork to Program Assistance.  The following information must be submitted: 

a)      Hire/Change form

b)      New Hire application

c)      Applicant Flow Report

d)     DD214 and/or Veteran’s Administration supporting documentation, if applicable. 

NEW REQUIREMENT: When submitting paperwork, the Applicant Flow Chart must be submitted with the Hire/Change form or the paperwork will be returned ‘not processed’.

NOTE:  If you would like to request an eligible list from a continuous posting that is currently advertised in LA Careers, please send an e-mail requesting this information to your Civil Service HR Analyst and their team member.  You do not need to send a “Request for LA Careers Posting” to obtain this information.
